Can foreigners buy and register an e-bike in China?

Check foreign-owner documents, local plates, compliant bicycles, road restrictions and safe parking and charging before buying an e-bike in mainland China.

Quick answer

Foreign nationals can clearly register compliant electric bicycles in some major Chinese cities, but the identity documents and application route are local. Beijing and Shanghai publish explicit foreign-owner guidance. Guangzhou publishes a foreigner route, although its exact current passport checklist and app processing still need confirmation. Before paying, establish that the exact bike can get a plate in your own name—and that your home and daily route have legal parking and charging.

First, make sure you mean an electric bicycle

This guide covers 电动自行车 / electric bicycles that meet the applicable national standard and are treated as non-motor vehicles. An electric moped / 电动轻便摩托车 or electric motorcycle / 电动摩托车 is a motor vehicle: motorcycle registration, the appropriate Chinese driving licence, motor-vehicle insurance and local motorcycle restrictions are separate matters. A scooter-like shape or a seller calling it an “e-bike” does not establish the legal category.

Read the product’s certificate before choosing. Under the current standard, a pure-electric bicycle can legally have no pedals, so pedals alone are no longer a reliable category test. Buy the documented, locally registrable vehicle—not a fast motorcycle sold with a promise that a bicycle plate will solve it. A compliant electric bicycle does not require a motorcycle driving licence.

Decide whether ownership fits your daily life

For a resident, an e-bike can make neighborhood errands and trips between home, work and a Metro station easier. It offers door-to-door travel without waiting for a car and can be inexpensive to operate. It is especially useful where a short journey needs a long public-transport detour; it is not automatically a better choice than the Metro or a taxi.

Walk or check your intended route first: is there a lawful continuous route, including any river crossing? Then ask your apartment and workplace where a private e-bike may be parked and charged. If the answer involves carrying a battery upstairs, blocking an entrance or improvising a cable, ownership may be impractical. Rain, heat, traffic, theft, bulky luggage and long journeys are further reasons to keep another transport option.

Major-city comparison: eligibility is not the same as app access

All six cities allow qualifying electric bicycles subject to registration and local road restrictions. The table separates evidence for a foreign owner from proof that a phone app will accept that owner. The identity column is additional to the bike’s purchase and conformity documents; an accommodation registration record is the police record of your address, not merely a rental contract.

“Explicit” means a rule or official foreigner guide names the document. “Supported; confirm details” means the evidence supports a route but leaves a current local processing gap. None of these entries promises an English registration service or proves a successful personal application.

Guangzhou: can a foreigner put the plate in their own name?

There is positive evidence, but not a verified passport-only counter walkthrough. Guangzhou’s government-published English guide, updated June 16, 2026, describes foreign residents buying and registering with a passport and valid residence permission. Its local registration measures require owner identification but do not spell out a foreign-document definition.

A May 2025 Yangcheng Evening News report from a police-office visit gives a fuller foreign checklist: valid passport, visa or stay/residence permission authorising at least three months, police accommodation proof and an original Chinese passport translation. This is useful attributed evidence, not a substitute for a current counter checklist. The three-month wording describes authorised stay, not a claim that you must already have lived here for three months. How accommodation registration works

Before paying, ask Guangzhou 12345 for the traffic-police registration route for your exact document and immigration status. Confirm whether a translation is needed and what form is accepted, whether the WeChat real-name step supports your passport, and which point can handle initial registration if it fails. No current foreign-passport app completion, specific offline specialist point, or notarisation requirement was verified for this guide. Do not select “resident ID,” invent an identity number or register under someone else’s name.

Before paying: buy a bike that can actually get a plate

For a new retail purchase in October 2026, look for GB 17761-2024 and a valid matching CCC certification—the compulsory product certification. The standard took effect September 1, 2025; the old-standard new-stock sales transition ended November 30, 2025. That does not mean every older bicycle already legally registered must be replaced.

The buyer-relevant limits include a maximum design speed of 25 km/h, a 48 V nominal battery and a 400 W rated continuous motor output. Maximum complete-bike weight is 63 kg for lead-acid designs and 55 kg for other battery types. These are product limits, not permission to ride at 25 km/h in a non-motor lane. Ask the dealer to show the exact certification and local eligibility, rather than trying to judge compliance from an advertisement.

Illustration of generic purchase paperwork, a travel-document booklet and a bicycle key on a desk.
Editorial illustration: generic purchase paperwork, not actual registration forms.
  1. Ask: “Can this exact model be registered in my name using this foreign passport and these residence documents?” Obtain a clear answer before paying; if unclear, confirm with the registration authority.
  2. Check the exact model’s current CCC record and conformity certificate. In a city using an approved-model catalogue, such as Beijing, check that model’s entry as well.
  3. Agree that the dealer will issue a proper purchase invoice / 发票 in your correct purchaser name and identity details. An app payment screenshot is not the purchase invoice.
  4. Match the actual frame code, motor, battery and charger configuration to the documents. Keep the conformity certificate, CCC evidence, invoice and warranty information.
  5. Reject speed-limit unlocking, an oversized replacement battery, changed motor/controller or documents for a different model. “We can modify it after the plate” is not a safe shortcut.
  6. Ask whether an authorised point-of-sale registration service can process your documents. Get its scope and any refund condition in writing; a dealer promise is not official approval.

Guangzhou registration: follow this sequence after confirmation

Use this sequence only after the authority confirms your foreign-document route. The ordinary police flow is Guangzhou Traffic Police / 广州交警 on WeChat → owner real-name verification → safety learning → document upload → registration-point appointment. The published postal network handles initial registration and transfers; DMV branches offer different services. A replacement-plate story at Liwan is not proof that it is the initial-registration destination for every foreigner.

The official application deadline is within 15 days of purchase. Guangzhou requires its local plate and vehicle licence before public-road use, so ask the seller how to deliver the unplated bike lawfully for inspection. Do not import Shanghai’s purchase-invoice riding exception into Guangzhou.

  1. Confirm the accepting point, appointment method, original documents, translation requirements and whether you must attend personally. Chinese-language help may be useful; no complete English service is verified.
  2. Prepare your confirmed identity/residence records, purchase invoice, conformity certificate or import evidence, and the actual unmodified bike. Do not change the battery or motor before inspection.
  3. Complete the owner’s required road, fire and bicycle-law safety learning: at least two hours. If passport authentication blocks it, ask traffic police for the supported learning and submission arrangement.
  4. Submit through the confirmed channel, resolve any document correction and attend the booked point with the bike for physical inspection.
  5. After a qualifying application is accepted, the measures specify issuance of the plate and vehicle licence within three working days. This is not a promise that the first upload, booking wait or mailing will take only three days.
  6. Check your name, frame code and plate against the certificate; have the plate properly fitted and save the registration record. Published plate/licence charge: CNY 30 per set; optional licence mailing is listed separately at CNY 18.

Check where you can ride—especially in Guangzhou

A Guangzhou plate does not open every road. The Inner Ring and its radial elevated routes, motorways, urban expressways and river-crossing tunnels are prohibited; structures without an independent non-motor lane are also restricted. Check a lawful river crossing before choosing an apartment-to-work route.

The current timed notice bans e-bikes on working days from 08:00–09:30 and 17:30–19:00 on Tianhe East Road / 天河东路 and Liede Avenue / 猎德大道 north of Huacheng Avenue. From 08:00–19:00 on working days, restrictions cover Huangpu Avenue West west of Shipai East Road, Dongfeng East/Middle Roads, and Dongfeng West Road east of Xichang Interchange. During the Canton Fair, daily 08:00–19:00 restrictions include Xin’gang East Road between Huizhan East Road and Huizhan South 1st Road, plus Huizhan East Road. Read the original notice and signs for the exact boundary; it has a three-year term from December 15, 2023 and needs rechecking for December 2026.

Shenzhen’s separate road/zone notice took effect October 1, 2026 and runs through September 30, 2027. Its exceptions for specific services are not personal permission. Do not rely on a March notice that has expired, or assume an electric-motorcycle ban also bans every compliant electric bicycle. A route app or another rider’s behaviour is not proof that your route is lawful.

Riding basics that prevent immediate problems

Ride only from age 16, obey signals and use the non-motor lane in the correct direction. Stop at red lights, give pedestrians space, and keep the phone out of your hand. Do not ride on sidewalks, motorways or urban expressways. If a permitted road has no non-motor lane, follow its applicable right-side rule and signs; do not assume the motor lane is freely available.

Wear an appropriate helmet and make any lawful passenger wear one. In Guangzhou, the non-motor-lane limit is 15 km/h, distinct from the bike’s 25 km/h design limit. Shanghai’s guide states 15 km/h on public roads. Keep lights and brakes working and do not defeat the limiter.

Passenger rules are local: Shanghai allows one child under 12, with a fixed seat for a child under 6; Beijing’s May 2026 rule allows an adult to carry one child under 16 on a fixed rear seat. Do not turn those examples into nationwide permission, or assume an adult partner may ride on the back in Guangzhou. Confirm the current local passenger rule before planning a two-person commute.

Parking: decide where the bike will live

Ask property management about the designated private-bike area, overnight access, security, any fees and whether the charger is compatible with your bike. Check the same points at work. A Metro station, mall or office entrance is not automatically a permitted parking area; ask staff or follow the marked provision.

Guangzhou requires use of designated building parking and marked temporary roadside areas. A bike left outside those roadside areas can be moved; do not block a pavement, tactile path, wheelchair route, fire access or escape door. Save the frame and plate numbers and purchase records, and use a suitable lock in a managed location. Parking next to a shared-bike cluster is not evidence that private bikes are allowed there.

Charging: do not plan to carry the battery upstairs

Arrange a lawful, compatible dedicated charging place before buying. Guangzhou prohibits both the bicycle and its battery entering elevators, and prohibits unsafe indoor or shared escape-space parking and charging. A removable battery does not avoid that elevator rule. Ask the building to show its approved charging area, opening/access arrangements and charging instructions.

Local rules differ. Beijing’s current ordinance prohibits bringing an e-bike battery into a residential building. Shanghai and Chengdu prohibit both bicycles and batteries in elevators; Shanghai allows a specific exception for compliant dedicated indoor facilities, not an ordinary bedroom or hallway. Hangzhou’s measure prohibits bicycles in elevators and unsafe charging; its encouragement of battery-detection barriers alone is not an express universal battery ban. Building rules and other applicable fire rules may impose further requirements.

National high-rise rules prohibit parking or charging in common lobbies, escape corridors, staircases and exits. Use the correct manufacturer-approved battery and charger and the facility’s safety instructions. Never run a cable from a window, improvise a power connection or charge a modified bike. If the battery is damaged, swollen, unusually hot or smells abnormal, stop using it and seek the manufacturer’s authorised service; do not charge it to see whether it recovers.

New versus used: a plate is not automatically transferable

For a first-time foreign owner, a new compliant bike from a dealer who can supply and check all registration documents is usually the simpler purchase. That is an editorial recommendation based on paperwork and configuration risk, not a guarantee that a new bike is safe or approved.

Consider a used bike only after confirming that the registered owner will cooperate with the official transfer, the frame and configuration match the record, the original source documents are acceptable, and the battery has a credible condition/service history. Avoid “ride with my plate,” missing paperwork or a modified battery/controller. Ask the registration point whether an older legally registered model can be transferred now; current new-sale rules do not by themselves answer that question.

Guangzhou requires ownership-change registration, and moving an owner’s residence between prefecture-level cities also requires a registration change. An out-of-city plate is not a Guangzhou road-use substitute. Beijing’s used-transfer route requires seller and buyer to apply together with the bike within 30 days; Sichuan also requires a joint transfer. Shenzhen’s current August 2026 measure changes the plate number when the applicant requests it, rather than imposing a new number on every transfer. Confirm the local treatment before handing over money.

Insurance, records and the final buying decision

There is no single national compulsory third-party insurance requirement established here for an ordinary compliant electric bicycle. Local guidance often encourages liability, accident or property cover. Ask for a policy available to your foreign identity, who and what it covers, exclusions for modifications/unlicensed use, the claims process and any local requirement. A cheap policy is not useful if it excludes your actual rider or vehicle.

Keep the invoice, conformity/CCC documents, registration certificate, plate and frame details, warranty, repair records and any insurance wording. In Guangzhou, changed contact information or identity-document details must be filed within ten working days. Before another city move, sale or battery/motor replacement, check the permitted change procedure.

Buy only when four questions have clear answers: can this model get a plate in your own name; can you complete the identity and inspection route; can your daily journey avoid prohibited roads; and do you have lawful parking and charging? If one answer is missing, keep using the Metro or an app-booked car while you resolve it. This guide has not tested a real foreign-passport application, called the hotlines or checked your building. Guangzhou’s exact current passport/app/offline handling, Hangzhou’s full foreign checklist and individual app support remain open questions. Get a car in Chinese cities
