Can Foreigners Rent a Car and Drive in China? A Practical Guide

How foreign visitors can get a temporary driving permit, find rental help in Guangzhou, check payment and insurance, and return a car safely in China.

You have a valid driving licence at home. You arrive in China for a trade fair, a business trip or a holiday. Could you rent a car and drive yourself to a factory, a small town or a place that's difficult to reach by train?

Often, yes. But your foreign licence alone is usually not enough. Most visitors need a Chinese temporary driving permit first. Then they must find a rental company that can verify a foreign passport, accept their payment method and hand over the car.

This guide starts in Guangzhou, with useful alternatives in Beijing, Shanghai and other cities. It is written for people travelling independently, without a local friend or company representative to arrange things for them.

When is renting a car worth it?

For a day in central Guangzhou, a car may be more trouble than it's worth. The metro, high-speed rail and taxi or ride-hailing services can spare you parking costs, traffic and unfamiliar roads.

Renting becomes more attractive when you want to visit several factories or suppliers at different addresses in one day, travel outside the city, or explore smaller places on your own schedule. A car can give you freedom, but it also makes you responsible for driving, parking, tolls, insurance conditions and any traffic violations.

If you are coming to the Canton Fair and only travelling between your hotel, the exhibition venue and central districts, compare the cost and convenience of a car with booking a ride first. For visits to several factories around the Pearl River Delta, a rental may make better sense.

Can I drive with my foreign licence or an international driving permit?

In most cases, you cannot drive in mainland China with only a foreign driving licence or an International Driving Permit (IDP). A visitor who already holds a valid, full foreign licence can usually apply for a Chinese temporary motor vehicle driving permit (临时机动车驾驶许可).

For a standard rented car, the temporary permit normally covers small cars (C1) and small automatic cars (C2), provided your home licence covers the vehicle type. A learner's or provisional licence is not an adequate substitute for a full licence. There are exceptions under particular licence-recognition agreements, so check the rule for your issuing country with the local vehicle administration office if you think one applies.

For ordinary short visits, the permit is generally valid for three months. For qualifying stays or residence longer than three months, it can be issued for up to one year. The permit can be used again while it is valid, subject to the applicable entry and driving requirements. An applicant for a small-car temporary permit ordinarily does not need to take the full Chinese driving-licence theory or road tests, and is exempt from submitting a medical-examination certificate, but must complete the required traffic-safety instruction. Applicants aged 70 or over have an additional capability-test requirement.

One point to settle before making plans: the national rules specify applying in the city where the rental company is located. If you plan to rent in another city, ask that city’s vehicle administration office and the rental company where you should apply. Do not automatically assume a permit issued in one city solves the paperwork for a new rental elsewhere.

What documents should I prepare?

Before visiting a vehicle administration office, prepare your original passport or other accepted entry document, your valid foreign driving licence, and a Chinese translation of that licence if it is written in a language other than Chinese. An English-language licence still needs a Chinese translation. Bring two recent one-inch colour ID photographs with a white background; some offices can take photographs on site. Keep your visa or entry/stay documentation available, even when travelling under a visa-free arrangement.

Local offices may have additional application or accommodation-registration requirements. Check those before travelling across town. The short-term small-car permit is different from exchanging a foreign licence for a full Chinese driving licence; do not follow a checklist intended for the latter.

Where can I apply in Guangzhou?

This is a documented main vehicle-administration office and a sensible starting point for an inquiry. However, the publicly listed opening hours are for the office in general. We could not independently confirm the current foreign temporary-permit counter, whether it takes walk-ins on Saturdays, or whether an appointment is required for this exact service.

Before going, ask 12345: “Does the Cencun office currently issue 临时机动车驾驶许可 to visitors with a foreign passport and foreign driving licence? Do I need an appointment, and can I complete it the same day?” If the answer identifies another counter or an appointment system, follow that guidance rather than relying on the building's general hours.

How do I get to Cencun Vehicle Management Office?

Do not assume you can take the Metro straight to the building. Cencun is away from Guangzhou's central tourist and business areas, and getting there can take a separate journey.

Simplest choice: Take a taxi or book a ride through DiDi to the exact address 广州市天河区岑村华观路1732号. Show the driver this address and the name 岑村车管总所. Make sure the destination is the vehicle management office, not simply Cencun village or a driving-test centre with a similar name. If your hotel is far away, allow extra time for traffic and finding the correct entrance.

Lower-cost public transport: Take Metro Line 3 or Metro Line 6 to Tianhe Coach Terminal (天河客运站). Published route listings show Bus B11 serving Tianhe Coach Terminal and the Cencun area. Choose the direction towards Cencun (岑村). Before boarding, check a live Amap (Gaode) or Baidu Maps route for the correct B11 direction, the most suitable stop for 1732 Huaguan Road, and the remaining walk. The bus stop is not a guarantee that you will be dropped at the office entrance. If the final walk or connection looks awkward, take a taxi for the last part.

The iPT B11 route listing is a public-transport reference, not a government service guarantee. The Tianhe Coach Terminal operator confirms that Metro Lines 3 and 6 serve its station. These are route references, not a live journey planner; travel times, stops and directions can change.

Before travelling all the way there, first confirm that the foreign temporary-permit service is available on your chosen day. Published building hours alone do not prove that the relevant counter accepts your application, particularly on Saturdays.

Do not confuse this with a full Chinese driving-licence exchange. The medical examination and written-test requirements for a full licence are not automatically the requirements for a temporary rental-car permit.

Where can I get my foreign driving licence translated in Guangzhou?

A translation company is a normal option; you do not automatically need a notarized translation. National and city guidance allows an appropriately issued Chinese translation from a translation agency, or a notarized translation. Ask the office issuing your temporary driving permit whether it needs a company stamp, a stamped copy of the company's business licence or any other supporting document. A translation generated by an AI app is useful for conversation, not a substitute for the formal document you submit.

If you prefer to visit a counter, start with these inquiry options. We have checked their published contact details, not personally tested their service.

Call before visiting. Ask: “Can I bring a foreign driving licence for Chinese translation today? Will the finished translation be suitable for a 临时机动车驾驶许可 application? What is the price and collection time?”

The company advertises Chinese translations of foreign driving licences, with a translation stamp and copy of its business licence. Its published price page offers an English-language licence translation from RMB 90, including a stamped paper copy delivered by courier, with higher prices for some other languages. Those are the company's advertised terms, not a government-set fee or an independently checked final quotation. The page mainly describes exchanging a foreign licence for a full Chinese licence. Ask whether the same translation can be used for a temporary driving permit. Arrange a visit in advance rather than walking into the office unannounced; its own contact page asks visitors to make an appointment.

These are two practical contacts, not the only acceptable translation providers. You can choose another registered translation agency if the issuing vehicle office confirms its document format. It is usually better to confirm the format before paying than to pay extra for notarization you may not need.

Which rental companies should independent foreign visitors contact first?

A useful first sign is that a company already explains its services in English, or publishes a clear process for foreign-passport customers. This reduces guesswork before you arrive. English-speaking staff are helpful, but not a condition for choosing a rental company: a phone translation app can help you communicate face to face. Just be sure the company can actually process your documents and payment.

For a first rental, a staffed counter can still be reassuring, especially for collecting the keys and checking the car. The companies below provide useful English-language information or documented foreign-customer procedures. That is not the same as a guarantee that every Guangzhou branch offers English assistance.

The company’s English site has a dedicated guide to obtaining a temporary Chinese driving permit. More importantly, an August 2026 Chongqing government guide explains how foreign renters can verify identity and collect cars, including staff-assisted registration and pickup at a physical eHi location. The guide also describes phone-based and key-locker pickup options.

There is an important limit: the Chongqing instructions describe an actual foreign-customer process, but do not guarantee that every Guangzhou branch handles all passports, visa-free visitors or foreign payment cards in the same way. The published app registration route uses a Chinese mainland phone number, and its document checklist asks for a valid visa. If you entered visa-free, ask the Guangzhou branch which entry record it accepts before paying. Email eHi before paying and ask it to identify an appropriate Guangzhou pickup location, plus the document-check and deposit arrangements there. You can use AI translation at the desk if needed.

Hertz: an English website and named Guangzhou locations

Hertz has English-language China location pages. Two examples worth contacting are:

These addresses and hours come from Hertz's English-language location pages, so they are useful starting points. They do not by themselves confirm foreign-passport approval, visa-free eligibility, the exact payment method, or that the listed pickup desk is staffed whenever you arrive. Call the chosen branch to check these practical details. If the staff do not speak English, use a translation app to go through the rental contract and insurance questions together.

Watch the payment conditions carefully; our foreign-card payment guide explains wider payment limits. Hertz's published China rental terms for Shanghai Pudong Airport say international credit cards are not accepted directly there for rental payment; the page describes supported Chinese payment methods and linking a foreign card to Alipay. The exact terms of a Guangzhou booking must be confirmed separately.

CAR Inc. (神州租车): another possible option, but check the language barrier

The Chongqing government's August 2026 guide explains foreign-passport verification, document upload, payment and in-person vehicle pickup for CAR Inc. It is evidence that an overseas-customer process has been documented.

However, the described process uses a Chinese app or mini program for registration and identity checks. If it is difficult to follow, use your phone's translation features and ask the company for a pickup location where staff can assist with the documents. The government guide confirms that an in-person handover option exists; it does not establish that every branch provides it or that an English-speaking employee will be present.

How can I manage the language barrier on my own?

Use an AI translation app, such as the live conversation or voice-translation feature on your phone. You can speak in English while the employee answers in Chinese, and translate written notices or app screens with the camera. Keep mobile data working and save the Chinese name and address of your pickup location.

For the important details, show the translated words and confirm the amounts in writing: rental charge, deposit, insurance excess, return time, and what happens after an accident. Do not sign a contract merely because a translation app says everything is fine; ask staff to point to the relevant written terms and save a copy.

You can show the rental company this short message before booking:

Hello. I have a foreign passport, a valid foreign driving licence and a Chinese temporary driving permit (or I will apply for one). Can I rent from your Guangzhou branch? Please confirm whether you accept my passport and entry status, how I can complete the app registration, the payment and deposit method, and whether I can collect the car with a staff member present. Please also send your branch address and the full rental and insurance price. Thank you.

What will renting actually cost?

There is no trustworthy single daily rate to quote without fixing the city, dates, car type, booking channel and protection options. Compare the total amount you will pay or temporarily have held, not just the advertised daily rental price.

Before you confirm, ask the provider to itemize the rental charge, insurance and optional protection, vehicle-damage excess or deductible, fuel or charging terms, mileage limits, tolls, different-city returns, late-return charges and any deposit held for potential traffic violations. Ask when each deposit will be released, how a foreign card will be handled, and what happens if a damage claim is disputed.

Chinese rental-service regulations require operators to disclose services, prices, deposit collection and return rules, and complaint contacts, and to enter into a rental contract. That is not a substitute for reading the specific contract you will be offered. The legal requirements for vehicle insurance and the rental company's optional protection products are not the same thing. Ask what the basic rental already covers, how much you could personally owe after a collision, and whether passenger or roadside-assistance cover is included.

What should I do when collecting the car?

If you have never rented in China before, choose staff-assisted pickup and return if available. Before accepting the keys, have the staff check your original documents, confirm your name matches the booking, and explain how to report a collision or breakdown. Confirm the emergency and roadside-assistance numbers, plus any time limit for reporting damage.

While driving, carry your temporary permit, original foreign licence, Chinese translation and rental contract, as specified in Shanghai’s official guidance.

Then walk around the car and take dated photographs or a video showing its exterior, wheels, windscreen, interior, dashboard mileage and fuel or battery level. Ask the staff to record any existing scratches or damage in the inspection report. Save the contract, pickup report and contact details where you can find them without signing into the app.

An app-controlled car may be convenient after you know the system, but it is not ideal as your only way to unlock a vehicle if you are unfamiliar with Chinese apps or have uncertain mobile service.

What if I get a traffic ticket or have an accident?

A return receipt does not necessarily settle traffic violations that are discovered later. Before leaving the rental desk, ask who monitors violations, how you will be notified, whether the company can support a foreign-passport holder who cannot complete the usual app process, and when any violation-related deposit will be released.

Do not agree to an unofficial arrangement that uses another person's driving record to dispose of your ticket. If the company requests extra fees, ask for the legal basis, the contract clause and an itemized receipt.

In an accident, stop safely, protect people at the scene, call the police or emergency services when appropriate, and notify the rental company's emergency contact promptly. In mainland China, 110 is the police emergency number and 120 is the medical emergency number. Follow the authorities' and insurer's instructions; do not promise compensation or leave without understanding the reporting requirements.

Can I apply in Beijing or Shanghai instead?

The national framework is similar, but where and how the office works can differ considerably.

Beijing: Its January 2026 government guide explicitly names vehicle-management service stations at Beijing Capital International Airport and Beijing Daxing International Airport, as well as the main vehicle-management office, branches and the municipal government service centre. Check the exact airport counter and opening hours before booking onward travel.

Shanghai: The city's English guide lists four vehicle-management branches, airport-related counters, and named translation providers. It says eligible applicants can complete the traffic-safety instruction and obtain the permit on site. One listed option is Vehicle Management Office First Branch, 2999 West Huaxia Road, Pudong, Monday–Friday, 9:00 am–5:00 pm. It also lists the Shanghai Foreign Affairs Translation Workers Association at Room 1607, 1277 West Beijing Road, phone 021-6321-8568 / 021-6323-9910, and Shanghai SISU Translation Service Co at 573 Chifeng Road, phone 021-6536-2032. Check their current service and appointment details first.

Shenzhen, Chengdu and Chongqing: The legal process is broadly comparable, but this guide does not have a sufficiently verified, current list of exact temporary-permit desks and foreigner-service hours for these cities to recommend a walk-in address. Chongqing’s two August rental guides linked above are useful for foreign-passport users, but are not proof of a particular permit counter’s hours. Confirm the issuing counter locally before planning a same-day rental.

Can I drive anywhere in China once I rent the car?

Do not confuse permission to drive a rented Chinese-registered car with permission to take a foreign-registered car across China's border. Bringing your own foreign-plated vehicle into China involves a separate set of entry and vehicle rules.

A normal Chinese rental also does not override local driving restrictions or special travel permits. For Xizang (Tibet), arrange the required tourist travel approval through an authorized travel agency before planning your route. Current U.S. consular travel guidance confirms that tourist travel requires a separate permit obtainable through a travel agent in China. Your driving permit does not replace it or establish that independent self-driving is permitted on your itinerary. In certain designated border areas, including parts of Xinjiang and Xizang, additional border-area permissions may be required depending on the exact route. The National Immigration Administration's April 2026 rules say foreign applicants for the electronic border-area permit must apply in person at an authorized service point. This does not mean all of Xinjiang is off-limits to foreign drivers.

Before planning a long trip, ask the rental company about intercity travel and return restrictions, and check the official requirements for the specific route and destination.

The simplest way to get started

If you are travelling alone, do not pay for a car first and hope the documents will work later. First contact a rental company that explicitly handles foreign customers, and ask it to confirm the documentation and a staffed branch. Then contact the vehicle administration office for the exact permit counter and translation requirements. Allow time for both the permit and the rental company's identity review. Book only after you have clear answers about the price, deposit, payment, insurance, collection and return.

For the right trip, driving yourself can make parts of China much easier to explore. The trick is not finding a cheap car in an app. It is making sure that, as a visitor without local help, you can get the keys, use the car and resolve problems on your own.
